This disclosures relates to new compositions and methods for making cannabinoid formulations. In one embodiment, this disclosure provides water soluble compositions comprising a first purified cannabinoid and Vitamin E TPGS. In one embodiment, the disclosure herein comprises a method of making powders comprising heatings material to a first temperature and a second temperature.

- 1. A liquid composition, comprising:
one or more purified cannabinoids; one or more purified terpenes; Vitamin E TPGS; and water.
- 5. A method of making a liquid composition having one or more purified cannabinoids and one or more purified terpenes, comprising:
separating one or more purified cannabinoids and one or more purified terpenes from a cannabis plant material; adding the one or more purified cannabinoids and the one or more purified terpenes to Vitamin E TPGS to create a mixture of Vitamin E TPGS and the one or more purified cannabinoids and one or more purified terpenes; heating said mixture to a first temperature; adding water to the mixture to create an aqueous formulation comprising the mixture of Vitamin E TPGS and the one or more purified cannabinoids and one or more terpenes; and cooling the aqueous formulation to a second temperature.
